Deployment of cooperative systems

P3ITS is a new EC-funded (FP7) project that will enhance pre-commercial public procurement to ensure a wide European deployment of cooperative Intelligent Transport Systems.

The public sector in the EU, as elsewhere in the world, is faced with important societal challenges, in particular in the transport sector. Innovative solutions such as cooperative mobility systems may help addressing such challenges. Public authorities should establish national infrastructure (roadside equipment) that ensures cross-border interoperability of systems.

Pre-commercial procurement is an approach for R&D procurement by public authorities to develop those new solutions: by acting as technologically-demanding first buyers of new R&D, public procurers can drive innovation from the demand side.

Pre-commercial procurement will not only be a major tool to boost innovation, it will also improve the conditions to move from the current Research & Development stage towards a large scale market of cooperative ITS services.
